ECO4 in Leeds & West Yorkshire

What ECO4 is

The Energy Company Obligation, phase 4 (ECO4) is the current iteration of a long-running government obligation on large energy suppliers. Suppliers have to fund energy-efficiency improvements in a set number of low-income and fuel-poor homes — insulation, heating upgrades, repairs, and other measures that bring poorly-performing properties up to a better standard.

ECO4 is administered by Ofgem. It started in April 2022 and currently runs until 31 December 2026. The obligated suppliers include all the major household-name energy companies; smaller suppliers below a customer threshold are not required to participate but some take part voluntarily.

What makes ECO4 different from the Boiler Upgrade Scheme is its focus. BUS is open to most homeowners regardless of income and pays a fixed grant per measure. ECO4 is income-targeted, has no fixed grant per measure, and is delivered as a whole-house package rather than a single measure. That last point matters: ECO4 increasingly funds packages of insulation plus heating in one go, because that’s what makes a meaningful difference to a property’s EPC and to the household’s bills.

Who’s eligible

There are two main routes.

1. The main eligibility route — means-tested benefits

You qualify if your household receives one or more of the following benefits, and your home is rated D, E, F or G on its EPC:

  • Pension Credit (Guarantee Credit and Savings Credit)
  • Universal Credit
  • Child Tax Credit
  • Working Tax Credit
  • Income Support
  • Income-based Jobseeker’s Allowance
  • Income-related Employment and Support Allowance
  • Housing Benefit
  • Child Benefit (income cap applies)

For owner-occupiers, the EPC band requirement is D to G. For social and private rented properties, eligibility is generally tighter (E to G), and landlords are required to contribute a share of the costs.

2. ECO4 Flex — through your council

If you don’t receive any of the qualifying benefits, you may still be eligible via ECO4 Flex (sometimes called LA Flex). This route lets local authorities extend eligibility to households who are on low incomes, in fuel poverty, or vulnerable to the effects of a cold home for health reasons.

Each council publishes its own Statement of Intent setting out the criteria it uses. In Leeds and West Yorkshire, the relevant councils are:

Typical Flex criteria include a household income below a stated threshold (often around £31,000 nationally, sometimes adjusted locally), a household member with a long-term health condition exacerbated by cold (cardiovascular, respiratory, mobility-limiting), or being identified as in fuel poverty by an authorised referrer such as a GP or a charity. Specifics vary — check the latest Statement of Intent from your council before assuming you qualify or don’t.

What ECO4 will pay for

The most commonly funded measures under ECO4 in West Yorkshire are:

  • Loft insulation. Top-up to the current 270mm standard, or full installation where there’s none.
  • Cavity wall insulation. Where the property has unfilled cavity walls in suitable condition.
  • Solid wall insulation. External (EWI) or internal (IWI) wall insulation for the many stone- and brick-built Leeds and Bradford terraces with no cavity. This is the highest-impact measure for older West Yorkshire housing stock.
  • Underfloor insulation. For homes with suspended timber floors.
  • Heating upgrades. Including air source heat pumps for off-gas-grid homes and broken-heating replacement in qualifying cases.
  • First-time central heating. For homes with no central heating system at all.
  • Window upgrades. Limited to certain cases under ECO4’s “Innovation Measures” route.

ECO4 is delivered using PAS 2035 retrofit standards. That means a Retrofit Assessor inspects the property, a Retrofit Coordinator designs a package of measures, and PAS 2030 installers carry it out. The whole process is more thorough than a one-measure install — you should expect at least one survey visit before any work begins.

How to apply

  1. Check your eligibility. Look at the qualifying benefits list above. If you don’t qualify on benefits, check your local council’s ECO4 Flex Statement of Intent.
  2. Contact an ECO4-capable installer or managing agent. ECO4 work is delivered through agents and installers signed up with the obligated suppliers. They handle eligibility checks, surveys and the application paperwork.
  3. Retrofit assessment. Under PAS 2035, an assessor visits your property to identify what would make the biggest difference. This is paid for by the scheme, not by you.
  4. Approval and installation. Once your case is approved by the energy supplier, installation is scheduled. Work is carried out by PAS 2030 installers.
  5. Post-installation check. A Retrofit Coordinator signs off the work and the case is closed with the supplier.

A note on cold callers. If someone door-knocks or cold-calls promising “free” insulation or heating without first checking your eligibility and EPC, be cautious. Reputable ECO4 work involves a property assessment up front, paperwork, and a clear explanation of who’s funding what. Reputable installers will be happy to talk through PAS 2035 and which supplier they’re delivering for.

What does ECO4 actually pay for?

ECO4 is paid for by the large energy suppliers and goes towards energy efficiency measures in fuel-poor and low-income homes. The most common measures funded are loft insulation, cavity and solid wall insulation, underfloor insulation, and replacement heating systems including heat pumps. There is no fixed grant amount — the value depends on the measures installed and the property's starting point.

Am I eligible for ECO4 in Leeds?

You can qualify in two main ways. The main route is receiving a means-tested benefit — Universal Credit, Pension Credit, Child Tax Credit, Working Tax Credit, Income Support, Income-based Jobseeker's Allowance, Income-related Employment and Support Allowance, Housing Benefit, or Child Benefit (with an income cap) — and living in a property rated D, E, F or G on its EPC. The second route is ECO4 Flex, where Leeds City Council, Bradford Council and other West Yorkshire local authorities can extend eligibility to households not on benefits but in fuel poverty, on low incomes, or vulnerable for health reasons.

Do I need to be on benefits to qualify?

Not necessarily. ECO4 Flex is the route for households who are not on the main qualifying benefits but are nonetheless on low incomes or struggling with fuel bills. Each West Yorkshire council publishes its own ECO4 Flex declaration setting out the specific criteria it uses. Income thresholds, vulnerability criteria and EPC band requirements vary by local authority.

Does ECO4 cover private renters and landlords?

Private rented properties can be eligible, but with limits. The landlord is required to make a contribution towards measures in their properties — the energy supplier funds part of the cost and the landlord covers the rest. The household still needs to meet the benefit or ECO4 Flex eligibility. If you rent, your landlord's consent will be needed before any work can go ahead.

How do I actually apply for ECO4?

You don't apply directly to Ofgem. You go through an installer or a managing agent that has signed up with one of the obligated energy suppliers. They check your eligibility, arrange a property assessment, and submit your case to the supplier. When does ECO4 end?

ECO4 runs until 31 December 2026. The Warm Homes Plan is the successor programme — we cover that in detail on a separate page. Funding for ECO4 is allocated by supplier and is finite, so the practical advice is to enquire sooner rather than later if you think you might be eligible.

Will ECO4 install a heat pump for free?

In some cases yes, particularly for off-gas-grid homes where electric heating is being replaced. For homes currently on mains gas, a like-for-like gas boiler replacement is generally not funded under ECO4 — the scheme is oriented around reducing fuel poverty and carbon emissions together. An assessor will work out what package of measures gives the best outcome for your property.

Can I combine ECO4 with the Boiler Upgrade Scheme?

You usually choose one or the other, not both, for the same measure. ECO4 is designed for low-income households and can cover a much larger share (or all) of installation costs, including the insulation work that BUS requires you to complete first. If you qualify for ECO4, that's typically the route to take.
